Engaged by Kelson Transmission Company LLC to complete environmental assessments and manage cross-agency permit applications for a new transmission line in Texas, US.

Our Approach

Kelson Transmission Company LLC, an affiliate of Kelson Holdings, is an electrical power transmission company currently planning a 95 mile, double-circuit, 345 kV transmission line to help meet growing electricity demand in eastern Texas. The new transmission line will run from Deweyville on the Texas–Louisiana border, southwest to a switching station near the town of Mont Belvieu.

ERM was engaged in August 2007 to complete a number of projects so that Kelson Transmission could submit a certificate of necessity application, currently being reviewed by the Public Utility Commission of Texas (PUCT).

These projects included a Routing Study and Environmental Assessment (EA) which involve wetland delineations, threatened and endangered species surveys, and cultural resource
surveys for the entire project scope.  Furthermore, in depth analysis and preparation of EAs are also being developed for portions of the project which are located within the National Park Service’s Big Thicket National Preserve and US Army Corps of Engineers’ (USACE) Wallisville Lake Project Unit area. ERM is also providing assistance in developing and submitting applications for required local, county, state and other federal permits along the project route.  ERM has also been contracted to conduct Phase I Environmental Site Assessment analysis to support project financing.

Benefits and Value

ERM’s consultation and cross-agency permit applications will help Kelson Transmission comply with multiple statutory requirements from the EPA, USACE, US Fisheries and Wildlife Service and US National Parks Service.  Based on analysis conducted during the EA and results from biological field work, ERM is also developing an Avian Protection Plan (APP) for Kelson Transmission to minimize avian impacts of the project.

ERM continues to assist Kelson Transmission through the PUCT application review process by providing testimonial support and assisting with public open houses and technical conferences that allow all interested parties to interface with the project team.

It is expected PUCT approval for the Kelson Transmission project will be received as early as March 2009.
